My motherboard is the GIGABYTE - GA-MA74GM-S2. What's odd is if the computer has been shut down for a while (and I do mean shut down, not sleeping), just bump the mouse and it will boot up. Very odd. I've looked in the bios to see if there is any setting that would contribute to this behavior but I don't see any.
I've never encountered this with other motherboards before. Any ideas?

I had a computer that had a feature called "power on keyboard" or something along those lines. While the computer was turned off it would keep a tiny amount of power going to the keyboard so I could hit a key and the whole thing would fire up. I can only assume you have something similar.

it sounds like the computer isn't fully shutdown but it goes into standby mode. You're running windows XP? This is actually very common. when a windows XP machine is in standby, it looks like it is off, but bump the mouse or keyboard and the computer wakes up.

I'm on 64 bit vista.
Another odd thing that happens is this computer will turn on when I powerup on one of my other computers. I have 3 computers hooked up to the same mouse, keyboard and monitor via a switcher. The computer in question is one of the three.
There is an option in the bios to have the computer switch on by hitting any key, but that option is off.
I'll have to look through the bios again.

sleep mode?
Does this happen if you powerdown the computer...i.e., do a hard "shut down"
Also, when you say it turns on, does it boot up from scratch? Or does it just wake up back into windows?

You may want to set that option in BIOS, save and reboot, then unset it. Maybe what is displayed isn't actually what is set. Also, if the computer has that capability, it's possible that whatever relay enables it may have failed, denying you the chance to NOT start up on mouse or keyboard input. I'm thinking more along the lines of Powwow though, that for whatever reason the PC is not powering down, but merely hibernating. I've seen that before and it's fairly easy to check, just unplug the PC. That should kill power to the board. (If it doesn't then you've got a very valuable computer! LOL) Reconnect power and see if the problem still happens. I think the hibernation will not return once you've killed and then restored power. At least, that's worked for me with a similar problem (PC still drawing current from UPS when UPS was shut down.) If that's the case then your problem is simply to stop the hibernation.

Sounds like a "Power Up on USB" setting in the BIOS. I've got a machine in the house that turns on from dead off if you turn on or off the USB based printer attached to it. I haven't corrected the problem yet but I'm sure it's in the BIOS under power options.

If you can't find any settings in the BIOS which remedy the situation, maybe a BIOS update is in order. Just make sure to backup all your data first, and write down what your previous BIOS settings were.
