It does. All PC versions of the game come with the Batarian DLC. It doesn't come with the new one where you fight in a starbase against hordes of enemies, though. But I heard that one sucked and you can only get it via the online EA store. To get the Bring Down the Sky DLC you just register your key with BioWare and then download the patch they give you. Then you tell the patch where the Steam ME folder is and voila.

That was a long time ago. They fixed it since then and it works. There are always that random exception, though.
